Call to Action Koperasi Data

Pengantar

Kesadaran akan nilai data makin meningkat di tengah masyarakat. Meskipun masih pada taraf keamanan suatu data, belum sampai pada nilai (finansial) yang dapat ditarik dari suatu data. Di negara lain, kesadaran itu tumbuh pesat yang mengambil dua bentuk Serikat Data (Data Union) dan Koperasi Data (Data Cooperative).

Data dipahami sebagai aset yang “diproduksi” oleh para Pengguna ketika mereka melakukan aktivitas digital di ponselnya masing-masing. Aktivitas itu hasilkan jejak digital, tertimbun dan menjadi big data. Dengan perangkat tertentu, big data data diolah (distrukturkan, diklasifikasi, dikategorisasi dan seterusnya) menjadi suatu profil berdasar tema/ perspektif tertentu.

Hasil akhirnya data tersebut dapat dimanfaatkan oleh perusahaan atau lembaga yang membutuhkan. Misalnya untuk mengenali perilaku pembeli, gaya hidup, kebiasaan, preferensi hiburan, aktivitas berdasar kondisi tertentu, preferensi bacaan, makanan, liburan, kesehatan, serta beragam kebutuhan lainnya.



Selama ini big data itu dimiliki dan diolah para pemilik platform. Di mana Pengguna diposisikan hanya sebagai Pengguna dan bukan pemilik data. Berkebalikan dengan itu, Koperasi Data ingin mendorong pola relasi pada level lain:

  1. Data merupakan Aset, jejak digital yang dihasilkan dianggap hanya sebagai limbah, namun sesungguhnya memiliki nilai bila dikonsolidasikan dalam suatu jumlah, volume dan frekuensi tertentu (big data). Sebab bernilai, data merupakan bentuk aset baru yang dimiliki oleh tiap orang.
  2. Pengguna merupakan Pemilik, jejak digital dihasilkan oleh Pengguna, tanpa aktivitas Pengguna jejak digital dan big data tidak akan tercipta. Sehingga sesungguhnya Pengguna merupakan Pemilik aset/ data tersebut.

Belajar dari praktik di berbagai negara, kami ingin memulai suatu proyek — yang oleh sebagian orang anggap — utopis. Yakni menginisiasi suatu Koperasi Data, yang bertujuan untuk mengumpulkan secara sukarela data para Pengguna, serta mengolah dan memonetisasinya dan memberikan manfaat kepada para Pengguna sebagai anggotanya.

Data cooperative refers to the voluntary collaborative pooling by individuals of their personal data for the benefit of the membership of the group or community.

Mengapa Koperasi Data?

  1. Koperasi merupakan entitas bisnis legal yang berbadan hukum, di mana Anggotanya adalah Pemiliknya. Sehingga badan hukum koperasi dapat menyatukan para Pengguna sebagai Pemilik Data bersama-sama mengumpulkan datanya.
  2. Koperasi sebagai entitas bisnis yang dikendalikan secara demokratis oleh Anggotanya. Sehingga sebagai Pemilik Data Anggota yang akan menentukan bagaimana data-data tersebut harus diatur, dikelola serta dimanfaatkan.
  3. Koperasi sebagai entitas bisnis memberikan atau mengembalikan manfaat kepada Anggotanya. Hasil monetisasi data Anggota dikembalikan kepada Anggota dalam bentuk material (rupiah) dengan skema penghitungan tertentu.

Inisiasi Koperasi Data tentu bukan hal yang mudah, namun bukan mustahil. Diawali dengan diskusi ini, kami ingin meresonansi para audience yang memiliki kepedulian sama terhadap isu ini. Kami ingin mengajak serta siapa pun yang ingin terlibat dalam inisiasi, pendirian serta pembangunan Koperasi Data di Indonesia.
